The main reason has to be that there is no space big enough for the store and parking, that doesn't cost an arm and a leg (or a lot, to you of non-USA idioms). There are no laws per say, but there may be zoning regulations to get through, plus the planning boards must approve whatever goes into Mont County. I always say that we could use a multi-level Wal Mart in Bethesda; they built a multi level Costco in Brooklyn, why can't we have one? I grew up in the Midwest, in Missouri, and we had a Wal Mart in Warrensburg since I was about 16. I still love to go to that store. Guess it helps me feel young. and thrifty.
